RESOLUTION
Regulations on areas where livestock farming is not allowed and
swiftlet farming zones in Quảng Ngãi province
Pursuant to the Law on Organization of Local Government No. 72/2025/QH15;
Pursuant to the Law on Animal Husbandry No. 32/2018/QH14, amended and supplemented by Law No. 146/2025/QH15;
Pursuant to the Law on Promulgation of Legal Documents No. 64/2025/QH15 as amended and supplemented by Law No. 87/2025/QH15;
Pursuant to the Law on State Budget No. 89/2025/QH15;
Pursuant to Decree No. 13/2020/NĐ-CP of the Government detailing the Law on Animal Husbandry, amended and supplemented by Decree No. 46/2022/NĐ-CP; Decree No. 32/2026/NĐ-CP of the Government on amending and supplementing certain articles of decrees in the field of animal husbandry and veterinary medicine;
Considering the Submission No. 220/TTr-UBND dated May 22, 2026, of the Provincial People's Committee on the proposal to issue a Resolution regulating areas where animal husbandry is not permitted, stipulating swiftlet farming zones, and providing support policies when relocating livestock establishments out of areas where animal husbandry is not allowed in Quảng Ngãi province; the appraisal report of the Economic and Budget Committee of the Provincial People's Council; and the opinions discussed by the delegates of the People's Council at the session;
The People's Council issues a Resolution regulating areas where animal husbandry is not permitted and swiftlet farming zones in Quảng Ngãi province.
Article 1. Scope of regulation, applicable subjects
1. Scope of regulation
a) This resolution stipulates areas where livestock raising is prohibited and regions for swiftlet farming within Quảng Ngãi province;
b) This resolution does not apply to cases of keeping pets, laboratory animals, or animals that do not cause environmental pollution.
2. Subjects of application
a) Organizations, households, and individuals engaged in raising livestock, poultry, and other types of animals in accordance with the provisions of the law on animal husbandry;
b) Agencies, organizations, households, and individuals involved in implementing the provisions of this Resolution.
Article 2. Regulations on areas where livestock farming is not allowed
Areas where livestock, poultry, and other types of farming animals are prohibited are specified in the Appendix issued together with this Resolution.
Article 3. Regulations on swiftlet farming zones
1. Swiftlet farming areas are regions located outside the prohibited livestock raising areas specified in Article 2 of this Resolution and in accordance with point b, clause 1, Article 25 of Decree No. 13/2020/NĐ-CP of the Government providing detailed guidance on the Law on Animal Husbandry.
2. Swiftlet breeding establishments must comply with state regulations on swiftlet breeding management as specifically stipulated in Clause 2, Article 25 of Decree No. 13/2020/NĐ-CP.
Article 4. Implementation organization
1. The Provincial People's Committee shall organize the implementation of the Resolution.
2. The Standing Committee of the Provincial People's Council, the Committees of the Provincial People's Council, the Delegation Group, and the deputies of the Provincial People's Council shall supervise the implementation of the Resolution.
3. In cases where legal normative documents cited in this Resolution are amended, supplemented, or replaced by other legal normative documents, the provisions in the amended, supplemented, or replaced documents shall apply.
Article 5. Implementation Provisions
1. This Resolution shall take effect from June 2, 2026.
2. Resolution No. 99/2022/NQ-HĐND of the People's Council of Kon Tum Province on regulating areas within the city center, towns, and residential areas where livestock farming is not permitted, regulating swiftlet farming zones, and policies to support the relocation of livestock facilities out of areas where livestock farming is not allowed in Kon Tum Province shall cease to be effective from the date this Resolution takes effect.
This Resolution was passed by the 14th Session of the People's Council of Quảng Ngãi Province, 3rd Meeting, on May 30, 2026.
